On the morning of January 16, 2025, at 9:00 a.m., the third session of the 13th Shanxi Provincial Committee of the Chinese People's Political Consultative Conference was solemnly held in Taiyuan, the provincial capital. The meeting brought together CPPCC members from all sectors across the province to jointly discuss Shanxi Province's ambitious development plans.

The meeting brought together CPPCC members from all sectors across the province to jointly discuss Shanxi Province's ambitious development plans. Liang Wang, Chairman and General Manager of Shanxi Zhongyu Construction Group, attended the session as a CPPCC member and also participated as an observer in the third session of the 14th Shanxi Provincial People's Congress. He carefully listened to the government’s work report, actively engaged in political consultation and deliberation, and contributed valuable suggestions aimed at fostering Shanxi’s continued growth and progress.

Mr. Liang Wang has long been dedicated to deepening and expanding the work of the Chinese People's Political Consultative Conference (CPPCC). He has a profound understanding of the role and responsibilities expected of CPPCC members, continually enhancing his ability and expertise in participating in and advising on state affairs through ongoing study of CPPCC theories and practical knowledge. Leveraging his extensive experience in the construction industry and his deep insights into the renewable energy sector, along with comprehensive research, he has carefully prepared two key proposals: "Suggestions on Encouraging Private Enterprises to Participate in Large-Scale Development of Photovoltaic Energy" and "Implementation Plan for Renovating Urban Villages and Dilapidated Housing." These proposals are designed to contribute actively to Shanxi Province's economic and social development.

In the proposal titled "Suggestions on Encouraging Private Sector Participation in Large-Scale Photovoltaic Energy Development," Liang Wang pointed out that, with the global energy transition and China's ambitious "Dual Carbon" goals, photovoltaic energy— as a vital component of clean energy—stands at the forefront of promising growth prospects. As a key driving force in the market economy, the private sector plays a crucial role in scaling up photovoltaic energy projects. This not only injects fresh momentum into the PV industry, spurring technological innovation and industrial upgrading, but also fosters the development of related supply chains, generates more employment opportunities, and ultimately contributes to sustainable economic and social growth. He recommended that the government should introduce even more favorable policies to encourage and support private enterprises in investing in, constructing, and operating photovoltaic energy projects, while simultaneously strengthening regulatory oversight to ensure project quality and safety.
In the proposal titled "Implementing Urban Village and Dilapidated Housing Renovation," Liang Wang emphasized that the presence of urban villages and aging, substandard housing not only tarnishes the city's overall image but also hinders its development. He highlighted that carrying out renovations in these areas is a crucial step toward improving people's livelihoods and enhancing urban quality. Liang suggested that the government should increase investment, develop scientifically sound and well-planned renovation strategies, and improve supporting infrastructure to ensure a fundamental upgrade in residents' living conditions post-renovation. At the same time, he stressed the importance of addressing housing challenges faced by low-income groups by providing affordable housing options, thereby helping them secure stable, comfortable homes and fostering long-term prosperity.
As a representative of private entrepreneurs, Mr. Liang Wang has always upheld a strong sense of social responsibility and accountability. He deeply understands that a company’s growth cannot thrive without the support of society, which is why he consistently prioritizes fulfilling his corporate social responsibilities. Actively engaged in public welfare initiatives, he generously donates to education and supports poverty alleviation efforts, contributing positively to societal harmony and stability.
